（五）制定民族团结进步促进法，是应对百年未有之大变局，增强中华民族凝聚力的重要举措。习近平总书记指出：“必须坚决维护国家主权、安全、发展利益，教育引导各民族继承和发扬爱国主义传统，自觉维护祖国统一、国家安全、社会稳定。”做好民族工作，事关祖国统一和边疆巩固，事关民族团结和社会稳定，事关国家长治久安和中华民族伟大复兴。制定民族团结进步促进法，就是要通过国家立法的方式，明确维护国家统一、促进民族团结进步是全体中国人民的共同责任，坚定各族人民对伟大祖国、中华民族、中华文化、中国共产党、中国特色社会主义的高度认同，用法律武器有效防范和化解民族领域重大风险隐患。
